Systematic review of qualified articles based on JCR and SJR: co-production of public services between 1970-2018

La coproducción es una estrategia que los gobiernos pueden utilizar para lograr una mayor eficiencia y eficacia en la prestación de los servicios públicos con la contribución de la sociedad. Esta revisión sistemática se propone analizar la literatura empírica sobre la coproducción de los servicios públicos, calificada internacionalmente con base en JCR y SJR. Sus objetivos específicos son: identificar las características bibliométricas de estos estudios empíricos; describir sus aspectos metodológicos; verificar cómo se ha discutido en estos trabajos la participación ciudadana y las iniciativas gubernamentales orientadas a promover la coproducción; y proponer una agenda de investigaciones. Los resultados demuestran que América Latina es el locus del 19 % de las investigaciones sobre el tema. Por otra parte, fue identificada una pequeña incidencia de revistas latinoamericanas de alto impacto con base en JCR y SJR, hecho que posiblemente puede explicarse por la publicación predominante en los idiomas español y portugués, pese a que el inglés parece ser el idioma más accesible para los investigadores internacionales. También se evidenció que la producción científica ha crecido en la última década, en especial entre el 2016 y el 2018. Los principales métodos empleados fueron el estudio de casos y el experimental. Se identificaron cinco categorías relacionadas con iniciativas gubernamentales y tres con participación ciudadana. Este artículo ofrece como contribución propuestas de investigación basadas en artículos altamente calificados que pueden guiar nuevos estudios empíricos que aún son escasos en la literatura latinoamericana. Además, la adopción de procedimientos transparentes de selección de artículos permite su replicabilidad en las revisiones futuras.
